The Ninh Bình High-tech Park was established at the end of 2024, with an area of 663,19 hectares and the total infrastructure investment in the initial phase numbering nearly 9 trillion VND; it follows a model of modern technological development, staying close to the trends of the leading economies of the world. The Ninh Bình High-tech Park is spread out across the Trần Thương, Nhân Hà and Nam Lý communes, and is located in the network that connects the crucial regions of the Red River Delta. This area inherits the regional infrastructure, making it convenient to quickly access key transportation routes, creating convenience for the shipping of goods, the commuting of experts and connecting with the supply chain. The development space of the High-tech Park also lies in the large-scale clean land fund. In addition, Ninh Bình has planned the High-tech Park according to a modern model, splitting it into sectors each specializing in research and development, high-tech production, technological logistics, technical support and a control center, aiming for a “green and smart high-tech park” model that has seen success in many countries.
The establishment of the Ninh Bình High-tech Park marks a significant shift for the province in its strategy to develop high-tech industries. The Park is not just a project with a large total investment, but it is also positioned as a new growth pole of the Red River Delta, pursuing a model of production based on advanced technology, automation and innovation – a model applied by numerous leading economies - to increase national competitive capacity.
The project is located in the territories of the Trần Thương, Nhân Hà and Nam Lý communes, creating a contiguous land fund that lies in the intersection of the key regional connectivity network. From here, key transportation routes such as the North to South highway, interprovincial routes and the river port and seaport systems of the area are accessible in a short time, aiding in the transport of materials and high-tech products, as well as making the commute of experts become more convenient. This creates a natural connective pathway from the Ninh Bình High-tech Park to Hà Nội and Hải Phòng, the large economic centers of the North, while at the same time creating a significant competitive advantage in attracting multinational technology corporations.
Along with the strategic placement, Ninh Bình province has planned the High-tech Park according to a modern and specialized model, splitting into sectors with clearly defined functions: the research and development (R&D) sector for the incubation and testing of new technology; the high-tech production sector with high environmental and technical standards; the technological logistics sector providing specialized transportation and storage; the technical support and support services sector; and the control center operating according to digital standards. This sector model aims for the “green and smart high-tech park” standard that has seen success in many countries.
The especially attractive points of the Ninh Bình High-tech Park are the preferential policies and strong commitment by the local government. Ninh Bình Province has determined high technology as a new pillar for development, and hence has given the highest priorities towards the High-tech Park: from investing in integrated technical infrastructure right from the initial phases to reforming administrative procedures under a fast, efficient and transparent mechanism to allow more convenience for businesses to deploy projects there. The province emphasized its commitment to construct “the most favorable investment environment”, ensuring legality as well as accompanying with investors throughout their operations.
In addition to preferences from the locality, Ninh Bình province signing a cooperative agreement with the VSIP and Sembcorp Corporations – two leading Asian cooperations in developing industrial areas – further affirms the orientation of the province in constructing a high-tech park according to international standards, where technological production goes hand-in-hand with research, testing, technical service and a modern urban system. The presence of these strategic partners not only enhances the credibility of the project but also opens up opportunities to access the global investor network and creates a basis for the Ninh Bình High-tech park to become an attractive destination for pioneering technology corporations.
Digital and technological infrastructure is also strongly prioritized by the province. According to official plans by the People's Committee of Ninh Binh Province, in 2025, the province will deploy 5G infrastructure and IoT systems in industrial zones, placing a foundation for the application of automation, big data and smart production models. This is a core condition to allow high-tech businesses, especially in the realms of electronics, semiconductor, AI and biotechnology to be able to deploy modern production lines in accordance to global standards.
In addition, the attractiveness of the Ninh Bình High-tech Park also lies in its vision to construct an interconnected technology ecosystem. When the Nam Cao University District—a major workforce training center in the region—is vigorously developed, opportunities for connecting training, research, and production will become clearer. High-quality personnel would be a decisive factor; a supporting supply chain needs to be developed to reduce the cost of logistics; and specialized infrastructure such as international standard laboratories, high-tech environmental treatment systems or research centers need to be invested into simultaneously. However, those very challenges are motivations for the area to remain steadfast in pursuing its long-term goals and develop in a focused and sustainable manner.
When the infrastructure is complete, when strategic investors begin to participate and the technological ecosystem is formed, the Ninh Bình High-tech Park will not only be a place to construct modern factories but also an innovation center of the region, where technological ideas are researched, tested and commercialized. With a long-term vision, the support of the government and the determination to turn technology into an impetus for growth, Ninh Bình is gradually constructing a new space for development, where high technology becomes a core value and where investors can find a sustainable future for their strategic projects.
