Maximizing the benefits of chip-based ID cards
One of the highlights of Hanoi Social Security office's digital transformation is the widespread use of chip-based citizen ID cards for health insurance examination and treatment. Currently, more than 7.4 million city’s residents can use their ID cards to take medical examination and treatment instead of paper health insurance cards. 100% of healthcare facilities offering health insurance have implemented the use of chip-based ID cards, health insurance card images on the VssID and VneID apps. Additionally, more than 5,707 billion searches for health insurance card information have been conducted during healthcare services.
The deployment of chip-based ID cards and health insurance card images on VssID and VneID helps simplifying procedures, saving time for both patients and healthcare staff, while provincial social security office also reduce printing and costs for health insurance card issue.
More diverse and convenient online public services
In addition, the implementation of online public services in the field of social insurance has been promoted. Citizens can perform various transactions such as extending health insurance cards, birth and death certificate registration, and applying for unemployment benefits through the National Public Service Portal which save time and travel costs for citizens.
As of September 2024, there have been 184 transactions renewing family-based health insurance cards with reduced premiums contribution through the Vietnam social security Portal, integrated with the National Public Service Portal. There have been 134,784 cases of birth registration and issuance of health insurance cards for children under six years old; 1,017 cases of death registration and funeral benefits enjoyment is implemented through National Public Service Portal to confirm the accumulated time of unemployment insurance contribution for 89,157 workers enjoying unemployment insurance benefits.
Biometric technology application enhances confidentiality
The application of biometric technology based on biometric data integrated into chip-based ID cards helped enhance security and accuracy in transactions related to SI which significantly reduced fraud and the falsification of documents. In Hanoi, two units which have been selected to pilot the integration of biometric authentication into the portal to recieve the Health Insurance Inspection Information System’s data (used for chip-based ID health insurance examination and treatment) and integrated into record reception and management software at Dong Da district social security office.

Data integration among agencies
Hanoi Social Security office has also actively coordinated with related agencies to integrate and link data, help simplify administrative procedure. The data integration on driver’s medical exams, birth certificate, and death certificate help to shorten the time required to complete administrative procedures. By September 2024, 352,291 driver medical certificates, 147,188 birth certificates, and 1,924 death notices have been issued.
Cashless payment be promoted
The deployment of pension and SI benefits payments via personal bank accounts is one of Hanoi Social Security office’s notable achievements. This payment method helps citizens receive benefits fast and safely while minimizing the risk of loss. Hanoi Social Security office has coordinated with Hanoi Police and relevant units to effectively implement Hanoi City People Committee’s Plan No. 146/KH-UBND dated May 10, 2024 on deploy solutions to apply the national population database for monthly SI benefits and pension payment via personal account. To date, the proportion of pension and SI payments via personal accounts has increased significantly: 98.52% pension benefits and monthly SI premiums payment, 96.97% one-time SI benefits, and 99.85% for unemployment insurance.

The digital transformation of Hanoi Social Security office still faces some challenges, such as updating and verifying SI participant’s information with the national population database. To address this, Hanoi Social Security office will continue coordinate with educational institutions to review and update the national population/ID card information of students participating in health insurance.
Hanoi Social Security office also works with the Hanoi Post Office to review and update information for retirees and those receiving monthly SI benefits. Additionally, district and municipal Social security offices are collaborating with local police to review and update information for social and health insurance participants under their jurisdiction.
Finally, coordination with commune, ward, and town authorities aims to collect information on new birth registrations, health insurance participants under social protection, and people with meritorious services to ensure their national population/ID card data is synchronized.
