To successfully realize its strategic goal of becoming a modern industrial, middle-income developing nation by 2030 and a upper-income developed nation by 2045, right from 2025, Vietnam must try its best, create breakthrough factors to entice investment capital and robustly boost production and business to attain a growth rate of 8% or higher in a optimistic scenario and to build a solid foundation to achieve a double-digit growth from 2026.
The tasks and solutions in all fields and aspects need to be implemented consistently, comprehensively and effectively by all levels of authority, sectors and localities with the spirit: “clear people, clear work, clear responsibility, clear deadline and clear outcome”. Focus will be placed on the following key contents:
One, further rationalizing institutions and laws to truly be a “breakthrough of breakthroughs” and motivating national development with “open policies, smooth infrastructure and smart governance”; paying special attention to innovative thinking, enabling development and creating new development space; innovating, digitalizing, transparently publicizing and improving the performance of all markets; consistently carrying out solutions to revive and develop the real estate market vigorously and soon upgrade the stock market; resolutely reorganizing the “refined - lean - strong - high performing - effective - efficient” apparatus, restructuring and improving the quality of civil servants as per Resolution 18-NQ/TW; applying specific policies to facilitate civil servants to think big, dare to do and dare to take responsibility for the common interest; further reforming and simplifying administrative procedures, building e-Government and implementing Project 06; and effectively applying solutions to improve the investment and business environment and ensure regional and international competitiveness.
Two, further prioritizing and promoting vigorous economic growth and macroeconomic stability, controlling inflation and ensuring major economic balances; improving analytical and forecasting capacity; actively, promptly, flexibly, harmoniously and effectively managing fiscal and monetary policies to unblock, mobilize and effectively use resources, especially among the people; renewing traditional growth drivers, especially solutions to stimulate investment, consumption and exportation; disrupting new growth drivers, especially digital transformation and green transformation, developing emerging industries like semiconductor chips, big data, artificial intelligence (AI), internet of things (IoT) and cloud computing.
Three, seriously developing a synchronous and modern strategic infrastructure system; speeding up key projects; connecting expressways with airports and seaports; urgently building high-speed railways and urban railways; endeavoring to complete 3,000 km of expressways and over 1,000 km of coastal roads by the end of 2025; strongly developing digital, urban, cultural and social sectors, educational, medical and sports infrastructure; and researching and effectively utilizing underground space, sea space and outer space.
Four, stimulating industrialization, modernization and economic restructuring together with changing the current growth pattern so as to expand scientific and technological application and boost productivity, quality, efficiency and competitiveness; strongly developing potential and advantageous agricultural, industrial and service sectors and fields, applying advanced technologies to enhance green, effective and sustainable growth; reducing logistics costs; unlocking potential and developing various tourism types; raising the performance of State-owned corporations; adopting support policies to robustly develop private businesses; promoting selective foreign investment; and participating more deeply in regional and global value chains.
Five, clearly identifying and applying innovative mechanisms, policies and solutions at both strategic and tactical levels to make high-quality human resources, science and technology, innovation and digital transformation as truly top national policies as per Resolution 57-NQ/TW; advancing in the effort to “catch, march, accelerate, outleap and surpass” [others], and leading the country into the trajectory of rapid and sustainable development; reviewing and adopting breakthrough mechanisms and policies to raise the quality of education and training and improve labor productivity; accelerating national digital transformation, developing an innovation ecosystem, motivating and inspiring the business community, entrepreneurs and people at home and abroad, especially younger generations of Vietnam, to lead and advance energetically.
Six, developing culture in harmony with the economy and society; building mechanisms and policies to develop cultural industries and entertainment industries; building a comprehensive system of Vietnamese human values; endorsing policies on people with meritorious services, social protection, social security and sustainable poverty reduction; focusing on friendly ethnic and religious policies; effectively carrying out national target programs on new rural construction, sustainable poverty reduction and socioeconomic development in mountainous areas where ethnic minorities reside, developing culture, preventing and combating drugs; and scaling up the “no temporary or dilapidated housing nationwide” emulation movement to clear temporary and dilapidated houses in 2025 and quickly supplying over 100,000 social housing units.
Seven, expediting the fight against corruption, waste and negativity; further perfecting institutions, addressing policy and law loopholes and inadequacies; strengthening publicity, transparency and accountability; effectively controlling assets and incomes of officials; intensifying inspection and strictly handling corruption, bad deeds and waste.
Eight, further consolidating and reinforcing national defense and security; maintaining independence, sovereignty and national interests; boosting the development of defense industry and dual-use security industry; ensuring political security, social order and safety; adopting solutions to deal with crime and reduce by 5% crimes against social order; ensuring traffic order and safety; improving fire and explosion prevention and control.
Nine, improving the effectiveness of foreign affairs and international integration; deepening interest-based relations with partners more substantively and effectively; enhancing the quality of strategic advice and forecasting, proactively responding and safeguarding the fatherland from early on and from afar before it is in danger; radically fostering economic diplomacy, cultural diplomacy, and people-to-people exchanges for national development.
Ten, promoting information and communication, especially policy advocacy; strongly encouraging and replicating good models, creative methods, good people and good deeds; raising the effectiveness and quality of propaganda and canvassing, closely coordinating with the Vietnam Fatherland Front, sociopolitical organizations and mass organizations to bolster social consensus, consolidating great national unity, and striving to comprehensively fulfill socioeconomic development goals and tasks.
The tasks to be done in 2025 and beyond are very heavy. By promoting nearly 40-year doi moi (renovation) achievements and upholding the solidarity, unity, responsibility, self-reliance and self-improvement of the entire political system, the people and the business community under the leadership of the glorious Communist Party of Vietnam, Vietnam will certainly overcome all difficulties and challenges and successfully achieve all socioeconomic development goals and tasks in 2025 to best complete the 5-year socioeconomic development plan in 2021-2025. We are very confident that the Vietnamese intelligence and mettle that have been tested through the longstanding heroic history of our nation will continue to shine and lead our country to new highs and even greater achievements in the era of ascending growth and the development of a wealthy, civilized and prosperous nation, and put our country on par with world powers as wished by our beloved President Ho Chi Minh.
