According to the approved master plan, the development is meticulously organized into functional sub-zones: Research and Training Zone; High-Tech Product Manufacturing Zone: Spanning over 313 hectares (accounting for nearly 50% of the park's total area), this zone offers a vast land bank dedicated to attracting mega tech projects; High-Tech Services and Logistics Center; Modern Technical Infrastructure System
A defining feature of the park’s blueprint is its integration with the Nam Cao University Urban Area, operationalizing the "Quadruple Helix" model: State - University - Scientist - Enterprise. This structure serves as the cornerstone for accelerating applied research, technology transfer, and international-standard human resource development.

A historic milestone in the realization of the Ha Nam High-Tech Park was achieved when the Ninh Binh Provincial People’s Committee issued the decision approving both the investment policy and the Vietnam Singapore Industrial Park and Township Development Joint Stock Company (VSIP) as the official investor for the park’s infrastructure construction and operation project. The project represents a total investment of VND 5,990 billion, covering an area of approximately 628.36 hectares with an operating tenure of 50 years. Slated for execution from 2026 through the second quarter of 2032, VSIP will spearhead the development of a synchronized, state-of-the-art technical infrastructure, laying the groundwork to capture high-tech investment, R&D, and innovation.

On May 21, 2026, the Management Board of Nam Cao University Urban Area and Ha Nam High-Tech Park of Ninh Binh Province officially granted the Investment Registration Certificate to VSIP. This crucial legal milestone empowers the investor to mobilize resources and accelerate project execution. Notably, the presentation of this Certificate took place during the state visit to Singapore by General Secretary To Lam and a high-level Vietnamese delegation, which included Comrade Tran Huy Tuan, Member of the Party Central Committee and Secretary of the Ninh Binh Provincial Party Committee. This event marks a sophisticated leap forward in investment cooperation between Ninh Binh and Singaporean partners.
VSIP’s commitment to the Ha Nam High-Tech Park not only underscores the province's competitive investment climate but also elevates Vietnam-Singapore relations in high technology and smart infrastructure, positioning the park as a magnet for premier domestic and international tech investors.
