VNHN - The National Assembly Standing Committee (NASC) has recently issued Resolution 795/NQ-UBTVQH14 on improvement and enhancement of the effectiveness of the national target program on sustainable poverty reduction in mountainous and ethnic minority regions.
The national target program on sustainable growth has been implemented in mountainous and ethnic minority areas.
Although positive outcomes have been achieved, poverty reduction rate has yet been high. The percentage of poor households, near-poor households, and re-poor households in these areas are higher than the national average rate. Income per capita remains low and uneven.
Experts attributed the problems to shortcomings of poverty reduction policies, short-term implementation of poverty reduction policies; and inadequate resources, lack of cooperation among ministries, agencies, and localities, overlapping policies on program management.
Accordingly, the NASC proposed the Government implement effective policies for ethnic minority groups especially that with extremely small population; conduct measures to develop production; take care of cultural and spiritual lives; develop education, healthcare, vocational training, labor export, job generation, and labor productivity./.
