Those efforts have benefited people and businesses, which have been highly appreciated by the Government and citizens.
The sector has made a number of digital transformation achievements as follows:
1. Raising awareness on digital transformation
One of the VSS focuses is to raise awareness of all civil servants and public employees on digital transformation.
The sector has sent staff members to a training course on digital transformation and organised an online conference on ensuring network information security in 2024.
Along with numerous additional in-depth conferences and international seminars on the digital transformation of social and health insurance, the VSS has also hosted a training course on the sharing of the national insurance database.
In order to disseminate digital transformation outcomes, including the implementation of interconnected public service groups and VssID app, the VSS has kept in touch with news agencies.

2. Developing digital infrastructure
The VSS has been operating a centralised data centre and a WAN network transmission channel system from the central level to provincial and district social security level offices.
100 per cent of the sector's professional processes are performed on the network of 28 software.
100 per cent of civil servants, public employees and staff are personally identified and own digital signatures.
100 per cent of the direction, operation and internal administration activities are carried out on the document management and operation system E-office.
100 per cent of document exchanges between agencies are carried out online and signed by the Government's specialised digital signature.
100 per cent of dossiers are created, stored, and shared online.
The VSS system has also connected with more than 13,000 health insurance facilities nationwide to receive requests of payment of health insurance medical examination and treatment.
More than 621,000 units and enterprises have conducted electronic transactions with the VSS.
The "VssID – Digital Social Insurance" app has reported over 36 million log-in accounts.
More than 5.5 million uses of health insurance cards were reported on the app for health insurance procedures.
Virtual assistants are ready to help customers reset their VssID account passwords on the customer care hotline 1900.9068.
The VSS has also worked with the Ministry of Public Security to allow citizens to use VNeID accounts to log in and use VssID accounts.
To date, there have been more than 16.7 million uses of VNeID accounts to log in to the VssID app.
3. Digital data development
As assigned by the Government, VSS is responsible for managing the national database on insurance which is being connected and shared with other national databases to serve State management requirements.
The VSS has closely coordinated with the Ministry of Public Security to become the first unit to successfully connect with the national population database.
The VSS has verified information of 98.5 million citizens on the national population database, including 88.5 million participants of social insurance, health insurance, and unemployment insurance, covering 98.4 per cent of total.
The social insurance books have been integrated into the VneID app. More than 24.9 million searches have been so far reported on the VNeID app to access to their social insurance records
The sector is working with other ministries, sectors and localities such as the Government Office, the Ministry of Justice, the Ministry of Information and Communications, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Health, the Ministry of Education and Training, the Hanoi People's Committee, and the General Department of Taxation, to connect and share the national insurance database.
The sharing helps standardise data, improve the quality of management, reform and interconnect administrative procedures towards digital Government, digital economy and digital society for better services.
4. Ensuring information security and safety
The VSS has always paid attention to ensuring network information security and safety.
It has reviewed 75 websites under the VSS supervision and given them network credit labels.
Over the years, these websites have neither detected any attacks to change the interface, nor contained malicious links.
The VSS has maintained the stable operation of the systems, controlled and monitored the system from within; while preventing attacks, and fighting against external threats.
5. Promoting public services in the digital environment
100 per cent of the VSS administrative procedures have been so far provided with full online public services.
These public services are provided on many platforms such as the VSS Public Service Portal, National Public Service Portal, VssID App, IVAN organisation, VNPOST.
In the first nine months of 2024, the sector has received and handled more than 10.4 million online transaction records.
In implementing Project 06 for the development of population data, identification, and electronic authentication to serve the national digital transformation phase 2022-2025, with a vision to 2030, the sector has ensured the full and effective implementation of seven public services and interconnected administrative procedures. The VSS has received, handled and returned results for more than 1.7 million online dossiers.

6. Citizens, organisations and businesses are beneficiaries
It can be affirmed that the VSS digital transform and Project 06’s implementation have improved service quality and benefited people and businesses who have joined social insurance, health insurance, and unemployment insurance schemes.
All medical units nationwide have accepted the chip-based ID cards. There have been more than 119 million successful health insurance card information searches using chip-based ID cards for medical examination and treatment procedures, shortening waiting time and saving card printing costs and other administrative management expenses.
The VSS has encouraged people to enjoy social insurance regimes through non-cash payment. This is one of the important goals set out in the Government's Project 06.
Up to now, about 78 per cent of beneficiaries in urban areas have received social insurance and unemployment benefits via ATM cards, an increase of 14 per cent compared to 2023, exceeding 18 per cent of the target assigned by the Prime Minister in Decision No 1813/QD-TTg.
The VSS has also actively supported the health sector in integrating the data of electronic driver’s health certificates, birth certificates and death certificates on the VSS system.
This is an important input to interconnect administrative procedures and public services on online issuance and re-issuance of driver's licenses.
As many as 1,299 medical facilities across the country have sent driver health examination data while 1,807 health care facilities updated birth certificate data and 722 health care facilities sent death certificate data.
The VSS has been working closely with the Ministry of Health and the Ministry of Public Security to pilot the interconnection of health insurance data for health check-up and treatment for the expected launching of online medical records, referral papers, and re-examination appointment papers integrated on the VNeID app.
It can be said that the digital transformation results and the implementation of Project 06 have brought about many "turning point" changes in the VSS activities.
This serves as the foundation and driving force behind the VSS's future progress in carrying out the responsibilities that have been delegated to it./.
