Opening a new development path for Binh Duong
Announcing the Provincial Master Plan at the ceremony, Mr. Tran Quoc Phuong - Deputy Minister of Planning and Investment said that Binh Duong Provincial Master Plan for the period 2021 - 2030, with a vision to 2050 was officially approved by the Prime Minister in Decision No. 790/QĐ-TTg. By 2030, Binh Duong aims to become a centrally-controlled city and one of the dynamic and comprehensive development centers of Southeast Asia. Its goal is to lead in science-technology and innovation, and become a modern service industry center. The socio-economic infrastructure system and the urban system will be developed synchronously, modernly, smartly, and sustainably according to the green growth model adapting to climate change, and protecting the ecological environment. The province will also improve the quality of citizens' lives, building a prosperous and modern civilized society, and ensuring national defense - security and social order and safety.

Speaking at the ceremony, on behalf of the provincial leaders, Mr. Mai Hung Dung - Standing Vice Chairman of the PPC said that this Binh Duong Provincial Master Plan will solve many problems in the development model of the previous period.

Binh Duong's announcement of the Provincial Master Plan opens a new path of development with many challenges to overcome. However, with the revolutionary tradition, the spirit of daring to think, knowing how to do, and daring to take responsibility, Binh Duong province believes that the Provincial Master Plan will be effectively implemented, meeting the expectations of the Party, State, people, and business community, and becoming the great achievements that generations of provincial leaders have created.

At the ceremony, the Prime Minister awarded the Decision approving the Binh Duong Provincial Master Plan for the period 2021 - 2030, with a vision to 2050. He also witnessed Binh Duong province awarding Policy Decisions and Investment Certificates to 06 projects with a total investment of 1.5 billion USD and the signing of cooperation agreements between Becamex IDC and foreign partners including Kosmo and Coex, as well as the groundbreakings and inaugurations for key projects in the province.

Speaking at the ceremony, Mr. Pham Minh Chinh - Prime Minister highly appreciated the units' preparations for the Announcement of the Binh Duong Provincial Master Plan.
The Prime Minister also analyzed the distinct potential, outstanding opportunities, competitive advantages, and attractiveness of Binh Duong. Specifically, the people of Binh Duong province have a tradition of revolutionary heroes, always aspire to rise, are not easily satisfied with what they have, and always want to surpass themselves. This is a precious heritage forged through the ages.
Regarding the results achieved in socio-economic development, the Prime Minister is very proud of Binh Duong. On behalf of the Government, the Prime Minister highly appreciated, praised and congratulated the important achievements that the Party Committee, government, army, and people of Binh Duong province had achieved in recent times contributing to the achievements in the country's innovation. He recommended that the Party Committee, government, army, and people of Binh Duong continue to preserve, inherit, and further promote the achievements passed by previous generations.
The Prime Minister assessed that the Binh Duong Provincial Master Plan is a crystallized product of the wisdom of the Party Committee, government and people of Binh Duong province, ministries, central branches, scientists, business community, citizens, and international partners. The Master Plan crystallizes values, and cultural and historical traditions of the past, present, and future. It is also the crystallized value of inheritance, innovation, and development demonstrating a breakthrough mindset and long-term strategic vision of the province.
The Prime Minister welcomed the "3 Builds" of Binh Duong province including building a dynamic and effective investment and business environment, building a harmonious, humane, and sustainable society, and building constructive and honest local government. Along with that, the Prime Minister proposed that Binh Duong carry out "3 pioneers": Connecting the economy with the region, country, region and the world, especially connecting green and digital traffic; proactively developing the digital economy, green economy, circular economy, sharing economy, knowledge economy, "night" economy, digitalization, greening the economy for rapid and sustainable development; proactively and actively building new generation, high-tech, smart industrial parks, focusing on innovation, application of science and technology, achievements of the 4th Industrial Revolution, and training high-quality human resources.

The Prime Minister emphasized that to implement the Master Plan, Binh Duong needs to focus on mobilizing resources for implementation (State, society, public-private cooperation, internal and external resources, etc.). The province must organize implementation scientifically, and effectively, with a focus on key points, clearly assigning people, work, time, responsibility, products, and results; and must note that the human factor is decisive.
The province needs to disseminate and thoroughly grasp in many different forms so that people, businesses, and investors would understand, thereby supporting, following, and supervising the implementation, and benefiting from the Master Plan. It is necessary to harmonize benefits and share risks between the State, businesses, and people.
Binh Duong needs to continue to promote its leading role in attracting investment and listening more to comments from businesses and investors.
