The Ninh Binh provincial People's Committee has asked departments, sectors, and People's Committees of districts and cities to enhance the management and development of industrial clusters, and increase inspections and settlement of violations related to construction investment and land issues.

Accordingly, the provincial People's Committee assigned the Department of Industry and Trade to cooperate with departments, sectors and localities and related units to review plans on developing industrial clusters in the province's approved planning scheme.

The department was requested to work with related units to build a plan on developing industrial clusters in the period of 2021-2030, and zone off land lots for establishing and expanding industrial clusters in line with the progress of the approved planning scheme.

As for industrial clusters that have been removed from planning scheme, the department should have solutions to manage and convert them suitably.

Besides, the provincial People's Committee also asked the department to enhance inspections and handle law violations in industrial clusters related to land, construction investment, environmental protection, fire control and prevention as well as other related laws in a bid to manage and develop industrial clusters in line with regulations.

The Department of Planning and Investment was assigned to boost investment promotion; attract and choose experienced and competent investors to build industrial clusters' infrastructure; call investment from secondary investors of the same industries in a bid to support each other inside industrial clusters; give priority to projects that use clean, high technologies or those use energy economically with higher value and develop sustainably.

The department was requested to inspect the progress of technical infrastructure construction projects in a bid to ensure environmental protection, attract investment into industrial clusters and have measures to remove difficulties for firms.

Moreover, the Department of Planning and Investment was also ordered to have solutions to handle industrial clusters and projects that cause environmental pollution, use land ineffectively or lag behind schedule.
