Accordingly, state secrets classified as Top Secret include:
1. Plans and action programs to implement the Party and State's guidelines and policies on industrial, commercial, and energy development that directly serve national defense and security tasks.
2. Documents, reports, plans, and implementation solutions from the mechanical engineering, metallurgy, chemical, industrial explosives, electricity, oil and gas, and trade sectors directly related to national defense and security tasks.
3. Project DA-16/08 files and documents (excluding the following items not included in the State Secrets List: Files, documents, organization, and management of the implementation of the Project's professional contents and work in the form of scientific , technological, and innovation tasks from the contract signing stage to the completion of implementation and contract liquidation according to current regulations; files and documents on the organization and management of the implementation of the Project's professional contents and work through the hiring of consulting experts from the contract signing stage to the contract liquidation; documents, production lines, machinery, equipment, software, and technology received for the purpose of serving state management or for use in the production and business activities of related enterprises, organizations, and individuals).
State secrets classified as Confidential include:
1. Plans and reports on participation in conferences within the framework of ASEAN cooperation (including ASEAN and partner cooperation), APEC, ASEM, WTO, free trade agreements, preferential trade agreements (FTAs, PTAs, bilateral agreements), economic and trade cooperation mechanisms, and other economic and trade frameworks with foreign partners with equivalent content are being submitted to competent authorities for consideration and approval.
2. Documents reporting to Party and State leaders to seek guidance on regional and sub-regional international integration, and trade policies that affect the country's socio-economic development.
3. Plans and documents for consultation with relevant ministries and agencies regarding the assessment of dossiers and conclusions on the application of trade safeguard measures.
4. Submissions and reports to the Government and the Prime Minister regarding the selection of partners, content, plans, and signing documents for power plant projects that are critical to national security.
5. Design plans and internal power supply diagrams for security and defense facilities.
6. Internal high-voltage power grid diagrams for important projects and targets decided by the Chairman of the People's Committee of the province or centrally-administered city.
7. Report on the operating methods of the national power system, regional power systems, and power systems of provinces and centrally-administered cities serving important political, economic, and social events when they have not yet been implemented.
8. Strategies and plans containing provisions related to oil and gas resources and reserves in deep-water and offshore areas relevant to national defense and security; documents and reports on the locations, resources, and reserves of oil and gas discoveries in deep-water and offshore areas relevant to national defense and security.
9. Overall report on oil and gas exploration activities in the Vietnamese continental shelf oil and gas basins.
10. Strategy and planning for uranium, thorium, and rare earth minerals.
11. Technical specifications of main equipment, main layout diagrams of equipment installation, and operating lines of power plants, chemical plants, pharmaceutical plants, refineries, and petrochemical plants serving national defense and security purposes.
12. Reports on the proposed plan for directing and adjusting gasoline and diesel prices are currently being submitted for comments from relevant ministries, agencies, Party and State leaders, and the Government; the proposed plan for directing and adjusting electricity prices is also currently being submitted for comments from Party and State leaders and the Government.
This decision takes effect from March 25, 2026 and replaces Decision No. 1369/QD-TTg dated September 3, 2020 of the Prime Minister promulgating the List of State Secrets in the fields of industry and trade.
