Gov't renews orientations for management, use of ODA, concessional loans

The Government has renewed orientations for attraction, management and use of official development assistance (ODA) and concessional loans from foreign donors.

The Government has renewed orientations for attraction, management and use of official development assistance (ODA) and concessional loans from foreign donors.

Permanent Deputy Prime Minister Pham Binh Minh has signed Decision No. 2109/QD-TTg approving orientations for attraction, management and use of official development assistance and concessional loans from foreign donors for the 2021-2025 period.

Accordingly, total value of ODA and concessional loans for 2021-2025 is estimated at US$22.9 billion.

Non-refundable ODA shall be used to finance programs and projects on socio-economic infrastructure development, capacity building, supporting institutional building, prevention and control of natural disasters and climate change adaptation, social welfare.

ODA loans shall be used as priority for the implementation of programs and projects on healthcare, education and vocational training, climate change response, environmental protection, development of key economic infrastructures incapable of recovering investment capital directly.

The Government shall give priority to allocating ODA to poor localities or localities unable to mobilize domestic investment capital.

Concessional loans shall be prioritized to implement projects aimed at enhancing inter-provincial or inter-regional connectivity in Northwest region, central highlands, and Mekong delta./.
