Phase 1 of the national target program for socio-economic development in ethnic minority and mountainous areas in the period 2021 - 2030 (Phase 1) includes many component projects such as solving the shortage of residential land, housing, production land, and running water; planning, arranging, arranging and stabilizing population in necessary places; support the development of production along the value chain, precious medicinal herb growing areas, promote business startups and attract investment in ethnic minority areas; invest in essential infrastructure to serve production and life in ethnic minority areas; develop education and training to improve the quality of human resources; etc. Sectors and localities are continuing to accelerate progress and disburse capital sources to implement the program. Through implemented programs and projects, ethnic minorities have more and more and more confident in the Party's leadership, management and administration of the State, gradually changing the way of thinking and doing, trying to get ahead in life.
Quach Pham Bac commune, Dam Doi district has 116 ethnic minority households, accounting for 4.4% of the commune's population. Among them, there are 25 poor households (21.5%); 8 near-poor households (accounting for 6.89%). In the process of implementing the national target program for economic and social development in ethnic minority and mountainous areas in the 2021-2030 period, the commune has reviewed each household to provide timely support. Mr. Vo Thanh Quan, Secretary of the Quach Pham Bac Commune’s Party Committee, said: “After reviewing the circumstances of each ethnic minority household in the area, we classify and determine which households need support with production land and housing to settle down and start a business, and which households need loans to develop their businesses. family economic development. From there, there are solutions to support and help each subject”.
Ms. Kim Thi Tien is a Khmer ethnic group living in Nha Cu hamlet, Quach Pham Bac commune, Dam Doi district. Recently, She was approved for capital support for production. The mangrove coal mine profession has been with her family for many years, but the investment cost is large. After being reviewed and considered, her family was supported with 20 million VND. With that capital, Ms. Tien bought materials to build another coal kiln. Ms. Tien said: “I am very happy to receive capital support for production. My house currently has 2 underground furnaces, but because the furnace is small, the amount of coal produced is only a few tons, which is not enough to sell on the market, so I decided to build a new furnace. I invested the remaining capital in buying firewood. Hopefully, with this capital, the family's production will be better”.
From the projects of phase 1, many Khmer ethnic households in Tan Duyet commune, Dam Doi district have a “fulcrum”, gradually stabilizing their lives and having the will to rise. Mr. Kieu Minh Tan, Chairman of the People's Committee of Tan Duyet commune, Dam Doi district said: “The whole commune has 174 Khmer ethnic households. In 2023, there will be 34 households escaping poverty, the current number of poor Khmer households is 13 households. Implementing phase 1, the commune has implemented many projects such as supporting domestic water for 60 households; housing and land support for 17 poor households and Khmer ethnic households; changing occupations for 07 households. Thereby, many urgent problems of the Khmer ethnic people in the area have been resolved”.
At the end of 2023, Mr. Tran Van Phuong's household, living in Dong Tam A hamlet, Tan Duyet commune, Dam Doi district, will be considered for support of 44 million VND to build a house. Mr. Mr. Tran Van Phuong was emotional: "For many years, my husband and I have been trying to repair the house so it would no longer be dilapidated and damp, but we have not been able to do it yet. Now that I have received capital support from the state to build a house with spacious walls and a very sturdy roof, I am very happy. Once we have a stable home, we will continue to try to do business to make life more stable”.
Believe that, with close attention, timely direction, and drastic actions from sectors and localities, programs and projects in ethnic minority areas will continue to be brought into life quickly, practically and effectively. They contribute to change the appearance and life of ethnic minority people.
