The objective of the Plan is to innovate and improve the effectiveness of vocational training for rural workers, contributing to improving and forming a team of rural workers with high knowledge and skills, meeting the requirements of shifting the labor structure and economic structure towards increasing the proportion of industry and services; gradually affirming itself as the main force in the process of developing the rural economy and building a civilized and modern new countryside in the province.
The Plan sets a target that by 2030, the province will strive to have over 90% of trained workers, and 40-45% of trained workers with diplomas and certificates. Vocational training support for rural workers by 2030 is 102,000 people, an average of 17,000 people/year.
To achieve the above objectives, the Plan sets out 5 main groups of tasks and solutions, which are to strengthen leadership, direction, propaganda, education, and raise awareness of vocational training for rural workers. Improve the effectiveness and efficiency of state management; perfect mechanisms and policies on vocational training for rural workers. Comprehensively innovate, improve the quality and effectiveness of vocational training for rural workers. Promote and effectively take advantage of the opportunities of the Fourth Industrial Revolution in innovating vocational training for rural workers. Ensure resources and conditions to improve the quality and effectiveness of vocational training for rural workers.
