Bac Giang: Socio-economic development in 2024

In 2024, despite continuing to face many difficulties and challenges, the socio-economy of Bac Giang province continued to have positive developments, basically achieving the set general goals with many important results in all fields. It was estimated that 15/18 main targets for the year met and exceeded the set plan. I. On economic development

1. Industrial production

Manufacturing industries continued to recover, output and new orders in the manufacturing and processing industry increased, continuing to be the main driving force for industry growth. The industrial production index (IIP) for the whole year was estimated to increase by 30.0%. Key industrial products increased sharply.

The industrial production value (current price) for the whole year was estimated at 684,397 billion VND, exceeding the plan by 3.0%. The FDI enterprise sector was still the main contributor to the province's industrial development; the industrial production value of this sector was estimated at more than 600,231 billion VND, increasing by 29.9% compared to 2023, accounting for 88% of the province's industrial production value. The industrial production value of the non-state enterprise sector reached 73,083 billion VND, increasing by 15.7%, accounting for 10%; the state enterprise sector reached 11,082 billion VND, increasing by 0.7%, accounting for approximately 2%.

Industrial growth rates in all localities increased by over 10% compared to 2023, with some localities having high growth rates such as Hiep Hoa, Viet Yen District-level Town, Lang Giang.

2. Agricultural, forestry and fishery production

Agricultural, forestry and fishery production faced many difficulties and challenges, especially the severe impact of unfavorable weather in the first months of the year and natural disasters (especially storm No. 3 Yagi) that caused agricultural product output to decrease significantly compared to the same period. The entire industry's production for the year decreased by 4.4%, of which agriculture decreased by 5.2%, forestry increased by 4.4%, and fishery decreased by 1.1%. Production value reached 39,334 billion VND, equal to 94% of the plan.

Key crops continued to develop towards large-scale production, with cooperation and linkage in the value chain; the application of technical advances and advanced production processes such as VietGAP, GlobalGAP, UDCNC, etc. was maintained. The total rice cultivation area for the year was estimated at 94,892 hectares, equal to 99% compared to 2023, the quality rice area increased by 4.6%, reaching 47,600 hectares, the yield was 56.0 quintals/ha, the output was 266,560 tons, equal to 96.4% of the same period. The production value/1 hectare of agricultural land reached 138 million VND, reaching 100% of the plan.

Livestock farming was undergoing a strong shift towards reducing small-scale farming, increasing concentrated farming on farm scale, and farming in closed chains; applying new scientific and technical advances and high technology to production, creating products with high productivity and quality, ensuring food safety. The total pig herd was estimated at 890 thousand heads, increasing by 4.4%, the poultry herd increased by 7.0% with 20.6 million heads (of which 17.5 million chickens). The output of fresh meat of all kinds reached over 310.7 thousand tons, increasing by 2.6%, reaching 113.2% of the plan.

Aquaculture area reached 11,950 hectares, exceeding the plan by 1.4%. Aquaculture output for the whole year reached 56,400 tons, increasing by 3.0%, exceeding the plan by 4.4%.

The whole province planted about 11,000 hectares of concentrated forests, increasing by 4.5% over the same period, exceeding the plan by 37.5%; planted 6.4 million scattered trees of all kinds, reaching 100% of the plan; forest coverage rate reached 37.7%, reaching 100% of the plan; exploited about 1.4 million m3 of wood of all kinds, exceeding the plan by 40%.

3. Trade, services, import-export, finance and banking

Service activities continued to grow. The total production value of the industry increased by 11.6%, the production value reached 63,514 billion VND, exceeding the plan by 7.6%.

Total retail sales of goods and service revenue had increased quite a bit; the total value for the year was estimated at 64,000 billion VND, increasing by 13.3%, reaching 100% of the plan. Import and export activities of enterprises maintained a high growth trend; the total import and export value for the whole year of 2024 was estimated at 60 billion USD, increasing by 14.5% compared to 2023, reaching 100% of the plan; of which exports were estimated at 33.0 billion USD, increasing by 20.4%; imports were USD 27 billion, increasing by 8.1%.

Credit growth had achieved good results, actively supporting socio-economic development. It was estimated that by December 31, 2024, total capital mobilization reached 119,000 billion VND, increasing by VND 11,841 billion, equivalent to an increase of 11%. Outstanding loans reached 111,500 billion VND, an increase of 15,528 billion VND, equivalent to an increase of 16.2% compared to December 31, 2023; bad debt was 526 billion VND, accounting for 0.55% of total outstanding loans.

4. Investment attraction and business development

Investment attraction had achieved positive results with many large-scale domestic investment projects approved, especially infrastructure investment projects in industrial zones and expanded FDI projects, further affirming that Bac Giang was a reliable destination for investors.

As of November 30, 2024, the province attracted over 2.14 billion USD in converted investment capital, equal to 75% over the same period; of which 24 newly granted DDI projects were registered capital of 17,685.93 billion VND, 2.5 times higher; 66 FDI projects were registered capital of 459.38 million USD, equal to 35.5% of the same period. The province adjusted capital increase for 21 domestic investment projects with additional capital reaching 2,790.88 billion VND, 1.5 times higher than the same period and 63 FDI projects with additional capital of 762.02 million USD, 2 times higher than the same period. In terms of FDI attraction alone, Bac Giang ranked 10th in the country.

The province had 1,825 newly established enterprises and 162 branches and representative offices, decreasing by 14% compared to 2023. Total registered capital was 14,399 billion VND, decreasing by 52% compared to 2023. Currently, there were about 58% of operating enterprises out of the total number of registered enterprises. Of which, over 43% of enterprises were operating effectively, 35% of enterprises were operating at a standstill, 22% of newly registered enterprises were in the process of preparing procedures to enter the market.

5. State budget revenue

The province's state budget revenue in 2024 achieved quite remarkable results. The total state budget revenue in 2024 was estimated at 19,752.5 billion VND, exceeding 26.1% of the central government's estimate and 22.9% of the provincial estimate (equal to 110.7% compared to the implementation in 2023). 15/16 domestic revenue items reached and exceeded the estimate. Budget revenue in localities achieved good results; it was expected that 9/10 districts and the city exceeded the annual estimate.

Local budget expenditures were basically in accordance with the assigned estimates, ensuring the needs for socio-economic development, national defense, security, and state management, as well as timely payment to subjects according to regulations and important and urgent spending tasks. Total budget expenditures for the year were estimated at 36,682.9 billion VND, equal to 164.7% of the annual estimate.

II. On culture and society

1. Education and Training

Bac Giang led the Emulation Cluster of the Northern Midlands and Mountains provinces and was among the top 10 provinces nationwide in education and training. The quality of general and advanced general education was increasingly improving. The high school graduation rate reached 99.76%, higher than the same period last year, and was among the top 15 provinces nationwide.

Notably, Bac Giang had 5 students participating in international regional Olympic competitions, all of whom won prizes, including 5/26 medals of all kinds (accounting for 19.2%) and 4/9 gold medals (accounting for 44.4%), the highest number of gold medals won in a year in the country in the international Olympic competition ever.

Bac Giang students participating in the national science and technology competition won 4 prizes, being one of the two provinces with the highest number of prizes nationwide and the National Phu Dong Sports Festival, ranked first in region I, 4th out of 63 provinces and cities.

The quality of the teaching staff was constantly improving, the proportion of managers and teachers meeting or exceeding the standard in terms of training level was high. 2. Medical work, health care for the people

Focus resources on investing in infrastructure for the health sector, especially developing and improving the quality of services at the Health Centers of districts, district-level towns, the city and commune-level health stations. Focus on training and developing health human resources, strengthen connections with upper-level hospitals, sign cooperation agreements with many hospitals and training schools to train and guide to improve professional capacity for health workers in the province; by the end of 2024, the number of doctors/10,000 people reached 12.5 doctors; the number of university pharmacists/10,000 people reached 2.5 pharmacists; the rate of commune/ward/town health stations with doctors reached 100%.

The quality of medical examination, treatment and health care for people was improved at all levels. The number of hospital beds/10,000 people reached 34.7 beds. The average hospital bed occupancy rate in the province was 105.2%, an increase of 8.6% compared to 2023. Food safety and hygiene had been strengthened and had positive changes; during the year, there were no major food poisoning incidents in the province.

3. Cultural, sports and tourism activities

Cultural, artistic, sports and propaganda activities were carried out effectively, many activities associated with celebrating major holidays and outstanding achievements in socio-economic development were organized on a large scale, attracting a large number of people to participate. In particular, the "Cultural - Tourism Week 2024" and a series of activities on the occasion of the 140th anniversary of the Yen The uprising were successfully organized with the participation of Party and State leaders, etc. creating a deep impression on the people and tourists inside and outside the province.

Cultural indicators all met the set plan. 4. Poverty reduction, labor and employment

The whole province had created new jobs for 33,150 workers, exceeding the plan by 2.9%; of which, 2,150 people were exported, exceeding the plan by 19.4%. The province currently had more than 1 million workers working in the economy; the labor structure continued to shift strongly from agriculture, forestry and fishery to industry - construction and services.

III. Internal affairs

1. Administrative reform and government building

Administrative reform continued to be deployed and effectively implemented in conjunction with promoting the development of e-government, towards digital government. The administrative reform index (PAR Index) reached 91.16/100 points, maintaining the 4th rank out of 63 provinces and cities, ranking first out of 14 provinces in the Northern midland and mountainous region. The Provincial Governance and Public Administration Performance Index (PAPI) reached 44.32 points, ranking 10th out of 63 provinces and cities and was in the "Highest" group in the country; The Provincial Digital Transformation Index (DTI) ranked 10th in the country.

The work of building the government had been vigorously implemented by all levels and sectors. In particular, the National Assembly Standing Committee had approved the Project on rearranging administrative units at district and commune levels in Bac Giang province in 2023-2025. Accordingly, from January 1, 2025, the entire administrative boundary of Yen Dung district was merged into Bac Giang city, Chu district-level town was established in Bac Giang province, and Luc Ngan district, Son Dong district and their subordinate commune-level administrative units were rearranged.

2. Citizen reception, complaint and denunciation settlement

Citizen reception, complaint and denunciation settlement had received attention with many drastic measures. The quality of consultation and case settlement of departments, sectors and localities had been improved; mediation and dialogue with citizens had been focused on. Complicated complaints and denunciations under the authority of the heads of Party committees and authorities at all levels had received attention for dialogue and direction for settlement. 3. National defense - security, assurance of traffic order and safety

National defense and security had been deployed synchronously and comprehensively. In particular, the direction and preparation of conditions for the successful organization of the Tan Yen District Defense Area Exercise and the Lang Giang District Disaster Prevention - Search and Rescue Exercise had been well done, ensuring safety and being highly appreciated. Timely deploy response and overcome the consequences of floods in areas affected by storm No. 3. Political security, order and social safety had been maintained and stabilized; curbing and reducing crime, fiercely fighting against "black credit" crimes, gangs, complex drug-related spots and gathering places; ensuring absolute safety for important political, economic, cultural and social events of the province.

Foreign affairs had been strengthened, foreign information activities had taken many new and practical forms; relations with partners continued to be expanded and deepened, focusing on traditional partners.

In 2024, despite facing many difficulties and challenges, with high unity in leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee; active participation of all levels, sectors, the Fatherland Front and socio-political organizations; consensus of the people and the business community; Bac Giang had strived to overcome difficulties, continuing to maintain growth momentum.
